If you already have = okay .. you can continue playing

If you're creating? In the future, you can not anymore. Unless you are American, Canadian or British. I do not know about the Mexicans.

they might be able to make account but they wont be able to log in cf servers.

Why won't it help? They can use use Hide-My-Ip and get a N/A Ip then login the game with that same IP..
