This question has been answered several times in many threads.
Z8 DOESN'T have LICENSE to host servers OUTSIDE of NA or UK.
Intill they GET permission to host them from the game owners, they won't be able too.

i am saddened by how many hacks are in game these days/. i have been playing CF for 3 years and its worse now than ever. i have spent alot of money on several accts in this game, but sorry to say that i will not anymore until the problem is fixed. what a shame it was my favorite game with alot of friends ive made over 3 years. nothing lasts forever i guess. i know you try to help but their must be better security out there somewhere O. when the problem is fixed, if ever, i will start dropping my money back in game, just not worth it when everyone uses cheats and gets away with it xD. thxs for listening

Well this sounds like a great way to rid us of hackers , great job i hope this works as designed, i will start reporting every hacker i see to help rid our servers of hackers, keep up the good work , this give me a little more ambition to rank up too, if this works i just might make General after all .

Knock yourself out, proxies can be blocked as easily as any other IP address.

Of course since existing accounts are not affected, I don't have a clue as to why you or anyone else is so upset. Unless you plan on cheating or something and will need to make a new account you have no problems/

As mentioned. Existing accounts will not be affected.

We are also going to be releasing some information about which countries are being affected by the IP restrictions. (Based on game licenses) Please stay tuned over the coming weeks for this and more information.
