I have a member who doesn't have his honorable solider because his account was hacked.
They had to recover his account but he lost his ribbon while in the process. Is there any way he will be able to play?

Honorable Soldier Ribbons are required for every team member. If a member lost it due to chargeback proof will be required or said person is ineligible to participate.

Clearly says in the post that anyone that has lost their HSR will be illegible to participate in the tourney unless they have a good bit of evidence that their ribbon removal was due to chargebacks, which you will not have because yours was due to hacking.
