I think he meant if he won, can he choose a weapon from a different CF version. The answer would be no, the winning weapon has to be in CFNA Version database.

Thanks point that edit, unfortunate lol but any VIPs or old it new BM items. Rare or not as it seems only excluding VIP characters and Noble weapons. Any other old or new VIPs or limited old melees, ares Axe as an example are all allowed.
