I used to have 22.
I never had reg issues with 22.

No. I have 9, and I still have a little bit of reg issues. It's also crazy how fast people can peak me, and I can't even react. Since 35-45 is in the middle of every average pings, you have a slight advantage on anyone you play.
Let's say a 70~ pinger peaks me (9 pinger). I have at max 0.25 seconds to react, and even if I do react fast enough it doesn't register because I'm already dead on their screen and this game is coded poorly.
Meanwhile, if you had 35-45 ping you would have a much larger gap to react to both lower pingers, and higher pingers. You also get close to perfect reg as well (not air reg).
Although I LOVE completely shiitting on people with my 9 ping peaks, people can still do the exact same thing to me. I also LOVE how fast I get reg, but 35-45 ping is NOT that much different at all, I used to play with it all the time.
EDIT: Also you know that tiny gap where if you're dead on the other persons screen, and you shoot them and it does 0 damage? That's much smaller in most cases aswell. -

Also average human reaction is .215 so the max of .25 s window is damn good. If your a gamer your reaction could be in the .17 area so, that .08 s of a window to hit your shot, above average reaction time.

Also, I said you have 0.25~ time to react just to shoot them. Even if you shoot them it wont reg because on their screen they've had like a whole second to aim at you and kill you. Since 35-45 is in the middle so you have more time to react to both lower and higher pings.
I'm in no way saying 10 ping is bad, I'm just saying 35-45 is better. -
I get between 20-40, which is weird since I get 8-15 on CSS London servers.
Both 10 ping and 90 ping are much more than playable, however.
Did you notice a couple months back air reg seemed somewhat decent, AWPs were regging well.
Now it seems to have gone back to how it was. -

Go farther back and look at CBT. The reg for everyone was almost flawless.
