Premanent rewards will be better than temp.

I think the ribbons should be:
10 ribbons: 10k GP
20 ribbons: A perm crystal deagle
30 ribbons: Keep the M4-CC
40 ribbons: Keep the shovel-RD, but make it perm
50 ribbons: Perm character that is exclusive to the ribbon system

I agree with this persons response, doubt Z8 will change our current rewards tho.

Surely Z8 will at least start giving us really good permanent rewards from 50 ribbons and above, it ain't easy to achieve it so rewards should be more greater.
