You can activate the VSync from GPU driver menu - this usually fix the FPS with same value of display vertical refresh rate ... most like if you are using a laptop the vertical refresh rate is 60 or 75 ... (unless you have a gaming display that can run at 120-144 or 240 Hz)

This issue was reported on February 2014!!. It's gonna be November2019 and they haven't improved anything on this matter. The always say "we're investigating" but I guess they threw all those investigations into the trash can, because the game still has high CPU usage which is the main reason of the lag spikes and fps drops and stuttering . The "fps improvement" option they added does nothing but load bags faster when ingame. They were supposed to release more and more fps improvements with each new update but no. Releasing one update every five years is not how you improve a game.

I have too this problem since 2016. Specs: intel i5 9400f, gtx 1070 Ti 8Gb/256 bus, 16 gb ram ddr4, Gigabyte B360 Aorus Gaming WIFI motherboard, monitor LED TN AOC G2590VXQ, 24.5", Full HD, 75Hz. I have around 200 FPS , and FPS drop around 110-120 from time to time, impossible to play.
