It's a ribbon that you get that is shown on your profile.
Some ribbons will reward you. For example, if you get 20 ribbons, you'll be rewarded with another ribbon and a permanent M4A1-Custom Crystal.

tbh, others don't have a chance to get the HMX event/ Operation Triton/ Sniper Week Reward/ A Hero Emerges/ Pistol Week Ribbon/ Crossfire Iron Man/ Showdown Sheriff ribbons too..
Of course it's nice to the new people that they have a chance to get the ribbon again. But for people that missed one of the other events, they don't have a chance to get those ribbons again too.. People could say sth like: If they give people another chance to get the Xmas/Valentines Day ribbon then we should get a second chance to get the other ribbon too.
Get what I'm pointing at?
Valentines Day/Xmas come every year, since they are events we celebrate on a yearly basis. Hence we should have the opportunity to obtain the ribbon every year (those who don't already have one).
On the other hand, all the ribbons you listed above came along with patches and/or special events. So unless they do the even again, you won't get another chance to get the ribbon. They are not yearly ribbons, they are only available on certain days, and if you missed it, its your fault.
