I get 150-200 FPS in 5v5's so with a new video card you should easily get that on that particular PC you linked to. I also ran Protools and other such music production (EZDrummer, Superior Drummer, Addictive Drums, etc) programs flawlessly on this PC.

2.8ghz dual core processor
2gb ram (getting 4gb soon)
gt430 1gb ddr3 video card

Get that and get a radeon 5670... tell them all you got is $420 and if u can get that pc n the card and they will hookyou up... youll run cf at 150-200 fps and be able to use ur programs

If you were willing to build it yourself I could give you the parts for a equally if not better performing pc for the same price or less depending on your choices.
