I do hope you realize there is a lot of details that usually people don't think about when doing this. I hope you're prepared, as I will offer you a "few" words of advice.
1) This whole public application thing is the wrong way to go. You should already have planned out who you want as staff and keep it to private communication only. Public applications will only bring you maybe 1 out of 10 good people, the rest will be looking for a status position.
2) A League is more than just a good rule set and an anti-cheat. For one, you have general league rules (non-game specific policies) and then game specific rules. You also then have to think about specific rules (being a League) such as roster movements and how you are going to track those roster movements. For example, how are you going to make sure people aren't on alternate accounts? How are you going to make sure people aren't smurfing? How are you going to make sure that your roster policy is upheld by the players? You can't just slap a list of teams out and say have at it. It has to be a controlled environment.
3) Website - You can't have a League without an easy to navigate and functional website. You need a general events page, forums, support center, and more. You need staff who can manage the webpage, moderate the forums, tend to the support tickets on a daily basis. This will be your method of communication to your players.
4) A/C & A/C Staff - Active and daily monitoring (during events of course). A proper and experienced A/C staff to monitor activity and make calls on disputes. You can't just take a few volunteers with no experience. You would be doing your players an injustice by having inexperienced people deciding the outcome of league matches. The A/C can't be Fraps/Growler/UAC3/etc. They just don't work the way you would need an A/C to work. You need a REAL anti-cheat that can't be bypassed after a couple months. This takes a skilled coder/team with constant testing and updating.
I could go on, but you get the picture. I'm not knocking you for trying, but you should really consider the kind of work you're going to have to put into this if you're going to call yourself a League. Don't half-ass the attempt and end up failing after a month, you'd just be hurting the players and community, not helping them.
Leagues take hard work and dedication to develop. You can't just slap a rule set together and a make-shift A/C and call yourself a League. It won't work that way and will never work that way. Take my words with a grain of salt. You're going to be in for a lot of headache and frustration in attempting to prepare a League. Worth it? Yes. But it's not for everyone. -

Thanks Polleus for your words of advice. I have been in with many leagues before, the application thing could be bad, but I'll see how that works. Sorry I have taken so long to reply I have been at work since 2 A.M. this morning.. Thanks Polleus for your words of advice. I have been in with many leagues before, the application thing could be bad, but I'll see how that works. Sorry I have taken so long to reply I have been at work since 2 A.M. this morning.. Thanks for your advice and if you don't mind add my xfire. praiseworthy
