Which meant that if you have sold all your weapons before the patch, then I think the system recognized that you arent elligible for it.

I think you can only get it if you have the 15 or 25 weapons (depending on the ribbon) in your storage at once, than you get the ribbon and you can sell your guns and keep it? o.o -
