No, it's not. My friend had that glow around him earlier today, and he doesn't have the armor.

I would guess the mutant speed boost graphic is not being removed properly. It looks the same as the effect in the screenshots.

agree with that,last round playin MM too,there was a guy with this G-ability and after the round ends he still had this green shining,but it vanished after the new round began.so its just a bug.
