My shovel wont appear in game

I bought this shovel around a month ago and put it inside bag 3. I didn't play this game for a while and my bag expired. The weird thing is, whenever I try and replace one of my knives with the shovel, it says "cannot remove basic weapons" and it keeps saying [BAG 3]
What's wrong with it? It's been going on for about 2 weeks already!
