The Required Level to Access to Ranked

I've been inactive for 3 years and have already returned to the game but unfortunately I forgot my account ":D
But it's okay I made a new Acc to play and check requirements to play ranked games and all I need is to raise the level to 2nd Lieutenant but I already hit it and I still can't join!!
Did I miss something?!
