Is Clan War Farming Illegal? Is it Bannable?

Looking at Clan War records for L.E.G.E.N.D Ranked 35 and another clan called PhaTrinhGai Rank 0. One of these clans played 341 clan wars with 0 wins and all the players have 0 kills. The members of the other clan stats show 338 wins and 0 loss. All matches were EM. Obviously one of these clans is made to be farmed on and One of these clans seems to farm non stop.
Is this the way Clan Wars work? If so then it STINKS.
Check out the clans and see for yourselves. Check out the last clan war between them. This game could be so great if just a few of these type of issues could be addressed.

Clan Wars server Everyone knows he is dead and also those who are looking for better clans do not only look at the percentage of clans winning, but rather see the clan goal if it is farm or play with each other S&D in a vital way of course

Farming is allowed but it very frowned upon tho,as long as they don't use wm for farm then is ok.

The clan servers are dead,there is barely 1 semi full channel on uk clan ,the players can't find a game and therefore are forced to "farm" for various reasons,like for be able to lvl up their clan or for the cw ribbons or whatever.
