IGN change / inactive (?) player

Hello,
for a while now I've been waiting for an "inactive" player's (last seen 2 years ago) IGN to turn into CTM_blabla

The problem is it never happened, does that mean this person has kept/keeps logging-in, without entering any game, thus preventing him from becoming a CTM?

I just bought an IGN change, should I give up on taking his name and pick a new one?
