I don't know, sorry. Usually this is the cause for this.
Are you sure you got them all turned off ?
1- Antivirus
2- Anti malware
3- Antivirus Firewall and/or Windows Firewall
4- Windows Defender
Also, open the task manager and check if any strange processes running in the background, maybe its another program thats blocking the game.
