Bugtrap.dil

redownloaded this game like a billion times, every time i restart my pc and try to play cf it says error bugtrap.dil is missing and i have to redownload the game, ive downloaded with firewall off, added it to exceptions, i dont use an antivirus, problem only occurs when i restart my pc, pretty annoying.
