HGWC Loading Error

I open CF run it, stops at the HGWC step 3 and receive this error.

Failed to connect to server: W[2003]L[0]

^still happened after re installing the game.

takes about 5 tries to get past it and once i do enter the game, i choose the server and cf freezes saying it fails to connect to the server
