Throwing HE nades has been Delayed

I know the ball-and-chain grenade, the one used by Goliath, is slow, but only because it's a heavy weapon imo. I don't really use it, not because it's slow to draw and throw, but because it just feels heavy and makes me move slow, on top of the annoying sound it makes.
