Grenades, flash and smoke doesn't count for the ribbon right?

Nope. They do however count for the grenadier ribbon.

I'm not sure if other perm melee weapons count or not tho.

Yes its true but you can buy Lots of cheap weapons 6x m9 , colt and more xD

I want them to put out ribbons for owning 50, 75 and 100 permanent weapons. I currently have 89 perm weapons. (86 if my 3 perm axes don't count)

Doubles of weapons count, right?

Btw you can buy 25 m9 and you will still get the ribbon. (I bought 6 to get it)

Melee don't count cuz i remember reading saying something about making it more of a "gun collector" ribbon by not adding melee to it

Knife counts, because they are perm. My Axe counted.

Well it counted for me. Im pretty sure people with perm axes, shovel halloweens, Kris Xmas and Kukri RD will probably have the weapon ribbons because they count. Cuz it is permanent, so I dont see why it doesnt count.
