If you had the ribbon in the past, and you sell your guns and you have less than 15 weapons, do you lose the ribbon?

tbh it disappeared the first time i sold my guns and when i got it back i sold some more guns and it was still there...

And I remember there was a forum post ribbon that got removed by Z8
Ppl say it still counts although it is hidden
Is that true?
