You need a ping test that last long enough. ping 18 and 59 really makes little difference for me, but a spike to 1000 can be a real problem in game.

my in game ping is 38-40 and i dont change, not even when i download, always same

i have a 32MB connection with the computer that is pluged with lan, so there is no differ for me

i could get a 100MB connection, but im not in need for. Im fine with this ping, and if my ping would go better than it would be even more worse with the tanking laggers
