can not save settings issue, please help!

I changed my system to windows 7, and when I ran the CF again, I was not able to change my settings like mouse speed, brightness, and everything in the settings. If I save these changes I made, all the settings will go zero .

do what I say...+_+

OK DO WHAT THIS IMAGE IS LIKE.
OPEN CONTROL PANEL.
TYPE IN MOUSE IN THE BOX.
now... click on the first one below mouse.
Now a new box will open.
the first tab should show it.
Make the bar go in the middle.
click on apply.
