I believe it's how you are brought up, on how smart you are. Most people that have parent's that do drugs are not that smart. If your parent's are uneducated then the child wont be that much more. It just more common for uneducated drugs addicts to be black. This is really not fair for the child. This is why we have CPS, but doesn't do there job half the time anyways.
