Lots of people get sub 10 ping.
Its mostly about your connection, though your location is also a factor.

Connection is not the same as connection speed.
I have a very fast connection speed, but since I'm far from the server and lots of copper cable in the way, my ping is relatively high.

Universities and such are often connected more directly, fiber pretty much all the way with barely any copper cable in the way.

And of course, he could be connected more or less directly to the data center, they often provide switches and such for the city.
