CF_Downloader says Failed to start the process.

I re-installed the game due to some issues, and whenever I waited the downloader to reach 100% it says that it failed to start the process then I have to close the downloader but the game didn't download. However the download bar says that "Install Files have been completed". Does anyone know what's wrong? Thank you.
