Temporary Hold

My Account was stole a couple weeks ago and i sent in a support ticket to get ti back from my alt ( had to make it) ( shoudl be able to send support ticket witout singing in ) but wheni got it back they said to retrive info form email so i did and i signed in but it said it was on temporary hold or charge back. i know its from the guy who stole it from me bought zp and canceled the payment on ( paypal ) the payment site so it locked my account. but what i dont know is how do i unlock it ?
