Long Range Quality Decreases?

Hello,

I have played this game for about 3 months now and have noticed at long range texture quality is highly reduced. I have tried in options putting texture on 'High' but to no avail. Is this a general problem or is this something to do with my computer? It is really hindering my performance at long range.
