Low FPS? Any advice?

I used to have up to 40 FPS now I have 15-4 FPS :P any advice how to raise it? I have a intel 4 chipset express family or family express idk. I have latest drivers and everything yet i still get low fps. My graphics on the game are basically lowest... any advice what so ever?

Get a new graphic card. i prefer the one in windows 7 which is Nvida or something like that.
