Unable to whisper?!

This has been an issue for me before, but it really didn't bother me before. But now I'm joining a clan so i'm gonna be using whisper more often. So when some1 whisper me and i type /r then enter a message it said something like unable to whisper. Does anyone have this problem or its just me? And how do i fix this bug?

Usually this happens either they have whispers disabled, or the buddy server is being stupid.

Usually happens when the user is offline..
Confirm him being online?

Also, being in a clan means you won't have to whisper any more.
Just clanchat.

Yea i know but some of my clan friend b4 we talk on whisper so nobody in our clan can see us having a conversation. And the user is online.

Unable to whisper?!
