Low fps

Hello my friend has this problem his pc has 3gig ram,512mb nvidia graf. card and 2,4 ghz and crossfire should runon that pc very good but when he plays game his fps is 10 we tryed lowering graphics to low medium high custom we even tryed to run in windos mode and he still has the same fps how to fix it he reinstalled the game and still the same he created a new account and still the same problem.
