Cannot connect to MM server

Whenever i try to join a UK server i get

'cannot connect to MM server'

Any idea why?

And sometimes when i join a game it will go back to the lobby, say: 'connection was delayed' and the screen will be 1/4 the normal size. If i click a lobby then it goes to 4 times the original size.
