I think you are missing the point of the time delay between when the charging player jumps out and the camping player sees them. I have a ping of 200 (Aussie server FTW? ) and I've noticed that in Prison if I happen to be in the middle of a doorway other players have the opportunity to shoot me before I even see them. I'll give you an example of how this works:
Player 1: ping of 200
player 2: ping of 100
Both players have a reaction speed of 170 ms (170ms is the average human reaction speed though, so any half decent player should do better)

Player 1 is camping, Player 2 jumps out and shoots him:
0 ms: Player 2 jumps out
100ms: Player 2 jumps out on the server (ping difference from player 2 to server)
170ms: Player 2 sees Player 1 and shoots (reaction speed)
270ms: Player 2's shot registers on the server (ping difference to server)
300ms: Player 1 can finally see Player 2 (ping difference between players)
470ms: Player 1 shoots Player 2 (reaction speed)
670ms: Player 1's shot registers on the server (ping difference to server)
As you can see, if Player 2 jumps out his shot will register about 30 ms before Player 1 even sees him and another 400 ms before Player 1's shot registers.

Now lets reverse the roles: Player 2 is camping, player 1 is jumping out:
0 ms: Player 1 jumps out
170ms: Player 1 shoots Player 2 (reaction time)
200ms: Player 1 jumps out on server (ping difference between Player 1 and server)
300ms: Player 2 sees Player 1 (ping diference between players)
370ms: Player 1's shot registers (ping difference between Player 1 and server)
470ms: Player 2 shoots Player 1 (reaction speed)
570ms: Player 2's shot registers (ping difference between Player 2 and server)
In this case player 1's shot will register before player 2's does, although by a narrower margin.
IF YOU COULDN'T BE BOTHERED READING THAT:
The examples above show that players that jump out have an advantage over those who stay still, and that the player with the lowest ping will benefit the most. Also, as reaction speed become faster the effect of ping difference becomes more noticable. This only applies when one player is camping and the other isn't.
that time delay means sweet FA, when the time delay between the 20 pinger seeing the 150 pinger, is smaller than the time delay of the 150 pingers bullets hitting the target. this is due to the games poor coding rather than lag issues. -
lagg starts from ping over 250...ur calculations are wrong and u sont ven know that unit of ping is ms 150 ms=0.15s .
So dont come post wrong ****.
If you have ever played CoD 3 on PS2 multiplayer, you would know that lag control gives you complete advantage in the game. Interestingly, the longer the game went on, the more and more the lag expanded(as in 15 ping would be 50 at the end of the game). -
Low pingers will see high pingers first...
what i mean by high ping to see this effect is ping who are over 150+... under 150... there is not much different.... if you are ping 200+ n vs a ping user who is 14 like me?.... if I first see you and hs you.... before even you see me.... I will get the answer of Waller.... hacker.... which happens LOTS of time... -

I have to agree with headshooter. The grammar in your first post suks and barely made sense whatsoever.
EDIT: Very few games are based peer to peer. Most online games has players from places far far away. The only time you'll see peer to peer play is LAN. So all you did was state out the obvious and added a badly grammar-ed explanation
