Continuous FPS Lag

I dunno what to do, I've tried with and without GameBooster, tried running as Admin, even defragging the game with GameBooster. It starts when I get into the server lobby, but then there is NO lag in the room lobby, lags in the shop/storage aswell. But when I get in-game I have like 1 FPS and can't even look around, let alone move. I've never had this problem before. I stopped playing CF for a while and just came back to find out that I lag when I have a better comp than before I quit...wtf? I'm running Windows Vista(SP 2) on a Gateway M-1617 Laptop(yeah I know ewww laptop, but better than my old desktop), I turn my AVG off while I play, I forget how to check my graphcs cards but I know it's an ATI Radion, an my Processer is AMD Turion 64(x2) with 2GB of RAM.
