I had the exact same problem. Without going into great detail, it's due to a forum database bug. At this point we are fairly sure that we have figured out the cause and should be able to fix this on a case by case basis. When Saidin gets online I will direct him towards this thread.

For now you should be able to just fill in any email in the 'parent's email' field in order to make changes to your profile.

I am pretty sure from admin CP you can trun that off for everyone.

The COPPA system needs to stay intact, so it cannot be globally disabled.
