So after reading the newsletter. Are IP Bans going to take place or have taken place? Im talking about players not countries

As far as I know, yes there will be ip bans issued.

IP bans will work for some, but anyone with common googling knowledge and instruction following will be able to get around it. Now for instance if it were ISP bans, that would be a different story.
