when i get 20 ping in uk server i can take down a guy with 4 bullets of m4c to the body to kill someone
and when im uploading something e.g youtuber video i get like 230 ping and need 10 bullets to the head to kill someone

He is talking about Higher Ping and better reg. For example here with 20 ping you need 10 bullets and 230, 4.

I've oddly had this happen as well, though I generally don't have high ping I see HPB's that can get me pretty darn fast if I don't pay attention.
But I pretty much act as if everyone will be hard to kill. Unless for some reason I can see an easy kill happening. -
Low Ping = better reg
Not necessarily.the lower the ping, the better the reg. i used to have 42 ping but after i moved, it dropped to 12 and now, even though the difference in pings isnt huge, i can tell the reg is much better

Yeah, I'm talking with some of my friends who are playing in uk server and they are experiencing better reg there.
