They have based their sytem on:
-health
-economic dynamism (the openness of a country's economy and the breadth of the size of its corporate sector)
-education
-political environment
-quality of life

Finnish mostly. But most of the people are at least supposed to know Swedish and English.
English at school at least 6-7 years.
Swedish at least 3 years.

I know that the best country in the world IS NOT Belgium.
I go for Germany. Strong economy, safety is good, you get a job very quickly, many opportunities. If Germany fails, I go for Japan. (read my name and you'll understand)

These are the levels ( the higher the number the more it hurts) :
1.hand spank (i'll just call it spank because i dun know any other words to use ) (by teacher using part of bamboo stick, approx. length: 3 1/2 ft long )
2.leg spank (by teacher using bamboo stick)
3.butt spank (by teacher using bamboo stick )
4.head spank (by teacher using bamboo stick)
5.principle office, take your pants off, then with a bamboo stick width about two-to-three centi wide and 4-5 ft long; whips you in the ass 5 times (yeah, it turns red ) (by principle)

+ The education we get are WAY higher than usa.
in 1st grade you start division and multiplication =/
