[HELP] Failed to download version.ini

Ok so today i got this message. and i also getting freezed when joining a room. this error got only when i installed the 1027 version. if any of u guys have 1021 version please give me the link.

Use an account with administrative privileges or run as admin? That error happens to my standard account on vista.
