Help after closing the game

So my problem is that after i close the game, i can't open any other programs. For example, if i close the game and then i try to open Internet Explorer, it quickly shows the hourglass symbol, but it never opens. I can't even open task manager. I cant open anything. So i always have to restart in order to open other programs.

I have tried Uninstalling the game and reinstalling it.

I have searched for viruses and i dont have any/none were detected

i was with the same problem and i made a clean instalacion of windows it was the only way
