Escape mode UAV?

Every minute or so, I hear jets fly overhead, then my mini-map shows all of the enemies.

Is this something that can be earned? And if this has been asked or answered before, feel free to call me a dumbass.

No, you don't earn anything. It just shows your enemy locations.

Enemies appear on radar when none of your team mates can escape in 2 minutes.
