Are the servers experiencing bugs?

Hello, I'm a North American gamer and I often play on European servers with a ping of 103 ms. It's great, the latency is practically imperceptible. I've been playing on European servers for three years and everything worked perfectly. But recently, when I join a European game, my ping reaches 240 ping, sometimes even 2000 ping. I've restarted my router; the problem isn't with my computer because its configuration far exceeds the game's requirements, and I've never encountered this problem before. The servers have a bug?
