Why i cant change my profile picture here in forum?

i can't change my profile picture and i already tried it on 3 different browsers.
When i press "Edit Profile" there is just a messed up view of:

Your Account

Username

Email

Password

there isnt even filled anything in.

Look at my pfp. Why you make us such clown faces....
