Transaction fail came from PayPal service so you need to contact PayPal support and see what is the problem.
A possibile explain found on internet (you may take-it as it is, as i can't verify how accurate it is):
" Error 10069 is an error issued by PayPal , and it means the credit card payment was deemed to be too potentially risky to accept the payment."

Reason is the same, transaction was denied from credit card service, contact credit card support and ask for more details.

Send a support ticket, but if you have same error as the transaction denied because "Payment could not be completed due to a sender account issue" then contact your payment service and see why you can't made USD payments.
