Should hackers get one shot chance to get their banned accounts back to life?

if a hackers sends a ticket to support center about his banned account because he used hacking tool, and saying he's sorry and apologize for doing that... etc.
Should Crossfire staff be merciful and give them one chance to recover their banned accounts?
