Is downloading a "Force Borderless Window Application" Bannable? (ATL+TAB Solutions)

I cant Alt tab,i manage to do it sometimes but i end up with a 800x600 resolution so yeah...searched up a bit and came across some apps that force any game to play on a borderless mode,is it forbidden though? i know i can simply play in windowed mode,but the window is small and i can not modify it in order to make it "fullscreen" i dont mind having the taskbar visible and the top of the window but the window it self is so small...any ideas?
