What happend to character TAC.SUIT-A?

I got this character in CF EU... but 3 updates ago it changed, on pregame loading screen its the same, but in game doesn't have ski mask and headphones.
And after that character upgraded thingy he had 3 upgrades that none of them worked. Now after last update the character upgrade button is gone
Could you revert him to original state or make him look like Ghost Y?
