Stutter /hit registry/ shooting dela problem

Guys, I've had a problem with the game for some time. My game runs as if I had a high ping and I can't steadily tapping with ak and when I spray with ak I see that not all bullets are registered and overall my shooting is delayed. I found a few people who had the same problem, but unfortunately no fix method. It kind of always have been like that. You might get some moments where it's working right, but mostly not. Shooting at people who have 50-100 more ping than you makes it worse. This became really evident when we EU players had to play in the NA server last month. I don't think I ever had such good kill-streaks in FFA ever.
