Lost / scammed email.

So lately i lost my account, but can someone please explain this answer? i just can't get my mind to it. When someone takes over an account, changes email thru support. and the original owner tries to get it back can't???
I'm here to ask your opinion about this, (if this doesn't get deleted).

If your account was compromised since the last email change through the support center, you will need to wait until this duration ended as well.

My opinion on this is simple: the current recovery system is absurd. I suggested a policy change but the topic was closed considering it wasn’t really my place to do so. Don’t expect the policy to change.
